MINUTES of Dingwall Community Council Meeting held in Dingwall on Monday 12th April, 2010.
Present : F. Lees, M. Craig, P. Dicks, A. Dingwall, N. Greenwood, D. Lynch, B. Simpson, A. MacKenzie, K. Mackay, Cllr. A. MacLean, Cllr. M. Patterson.
Apologies : D. Lockett, C. MacLennan, G. MacIvor.
1. Minutes of the Previous Meeting of 15th March, 2010:
D. Lockett asked for it to be noted that he objected to the use of the word ‘intrusive’ at point 8.6. He emphasised the point that he thinks it useful for the Dingwall Community Council to consider planning applications for all proposed wind farms whether in its area or not. Visibility is a very important point to be considered.
Acceptance of the minutes was proposed by M. Craig and seconded by A. Dingwall.
2. Constitutional Matters:
2.1 New Member:
The Community Council welcomed its new member, Karen Mackay. It was pointed out that Alex Brett is outwith the Dingwall Community Council area and, so, cannot be co-opted.
3. Police Reports:
There were no police officers in attendance and no reports.
4. Matters arising from the Minutes:
4.1 Dingwall High Street:
The Streetscape work has been delayed by about two weeks by the recent snow. There will be a Stakeholders’ meeting on the 13th April. N. Greenwood will attend this, possibly the last, meeting. The High Street will be, officially, opened on Saturday 27th May by Hamish Menzies. Dingwall Community Council will have a stall at the Fair on 27th May.
4.2 Ross County Football Club:
A letter of thanks was received from the Ross Football Club following Dingwall Community Council congratulating them on their recent victory in the Scottish Cup Semi-Finals. It was agreed that R.C.F.C. have a very good chance in the Finals.
5. Treasurer’s Report:
The Treasurer reported that the bank balance stood at £2601. Dingwall Primary sent a ‘thank you’ letter for the donation of £400. A cheque for £200 has been sent to the Old Folk Party. It was agreed to make a donation to the Friendship Zone. G. MacIvor is to contact the Council about the Christmas Lights. The Dingwall Community Council accounts will be audited and presented to the A.G.M. in May.
6. Planning / Licensing:
6.1 Ferry Road Health Clinic:
No objection was raised against the planning application to build another floor onto the Ferry Road Health Clinic. The work will take approx. three months.
6.2 South of Tulloch Castle:
An application to build 22 flats, 12 semi-detached houses and 1 detached house south of Tulloch Castle will be considered by the Dingwall Community Council Planning Sub-Committee after the A.G.M. in May.
6.3 Docharty Wind Turbine:
No objection was raised against the erection on anemometers on the Heights of Docharty with a view to the later erection of a wind turbine.
7. Correspondence:
7.1 Report from D. Thompson M.S.P. - Noted.
7.2 Notification of Low Flying Exercise from 12th to 30th April - Noted.
7.3 Review of Community Councils – It was agreed not to pursue the extension of Dingwall Community Council’s boundary in Docharty.
7.4 Highland Development Plan Scheme 2010 – see http://www.Highland.gov.uk/development plans.
7.5 SEPAView - Noted.
7.6 Letter from Robert Moore about rubbish blocking the River Peffery – D. Lynch to attend to this. There will be a Litter Pick on 24th April. The working party will be advertised.
8. AOCB:
8.1 A person / volunteer is required to wind the Town Clock, which has been repaired.
8.2 There is an Annual Cycle Day through Marybank, Strathconon and Scardroy.
8.3 The Community Council considered the possibility of twinning with Dingle, County Kerry.
8.4 There are about six possible attendees for Alan Gartshore’s ‘Roles and Responsibilities’ course. Secretary to phone Alan Gartshore for further information.
