DRAFT MINUTES of the Dingwall Community Council Meeting held in Dingwall on Monday 13th July, 2009.
Present: Mr B. Simpson, Mr M. Craig, Mr D. Lynch, Mrs. A. Dingwall, Mr. P. Dicks, Mr. F. Lees, Mr. C. MacLennan, Mr. N. Greenwood, Cllr. M. Patterson, Cllr. A. MacLean

1. Minutes of the Previous Meeting of 15th June, 2009:
It was noted that Mr. D. Lynch will not organize the use of the Hector MacDonald Monument.
Acceptance of the minutes was proposed by Mr. C. MacLennan and seconded by Mr. M. Craig.
3. Police Reports:
No police were present and no reports were received.
4. Matters arising from the Minutes:
4.1 Dingwall Environmental Group.
There was a session of Balsam pulling in the Communal Garden. The balsam has been composted. The mink survey is ongoing. The Greenhouse Community Shop has taken on 4 new employees.
4.2 Closes and Vennels.
Cllr. M. Patterson stated that the work on the Closes would be carried out as part of the Streetscape project.
5. Treasurer’s Report:
The Treasurer reported that the bank balance was £180. We still hold a grant of £1,000 of which £300 is to go to the Dingwall Skate Park, £400 to the Dingwall Primary School and £750 to Mr. D. Lockett for use on the Ferry Point Picnic Point.
6. Planning / Licensing:
6.1 Dingwall North Link Road.
The Planning Sub-Committee met and considered this application. A response has been sent to the Council Planning Committee.
6.2 Scroggie Farm.
An application from this farm for the installation of solar cells, a water power generator with a 50 metre drop and an 18ft wind turbine was approved by the Community Council.
6.3 Close behind Commercial Bar.
An application to erect a 3 storey block of flats behind the Commercial Bar was considered. The opinion of the Community Council is against this development.
7. Correspondence:
7.1 Riverside Field Public Meeting
There was a good meeting on the subject of the Riverside Field. 45 people attended.
