DINGWALL HIGH STREET, STREETSCAPE WORKS, PHASE 2

PUBLIC INFORMATION SHEET No. 1

FEBRUARY 5TH 2010

The Council has appointed contractors Pat Munro (Alness) Ltd (hereafter referred to as “PMA”) to implement the second phase of streetscape works, which are due to commence on site on Monday February 8th 2010, with an estimated duration of 8 weeks.

The Community Representatives listed below have been nominated by their organisations and have kindly agreed to meet with the Highland Council on a regular basis in order to deal with any issues that may arise during the works. They will be an effective point of contact for members of the public who wish to raise matters arising during the works. They will be able to raise matters at stakeholders’ meetings on your behalf and will disseminate information from those meetings back into the community. The role of these individuals is entirely voluntary and we ask that they are contacted only at reasonable times of day. Comment / enquiry boxes will also be provided at the Highland Council Offices and at the Service Point in Dingwall.

Shops and businesses will be open for business as usual.

We would also like to highlight the following information in advance of commencement:

1. Works are due to commence on site on Monday February 8th, with contract duration of approximately 8 weeks.

2. Contractor working hours will generally be from 8am to 6pm, Monday to Friday and Saturday 8am to 1pm, although Saturday working is at the discretion of contractor. There may be some evening working to complete pavement work adjoining shop fronts. There will be no Sunday working.

3. Throughout the period of the works, during trading hours, pedestrian access will be maintained to all shops. Shops and businesses will be open for business as usual.

4. PMA will ensure that access for emergency vehicles is maintained at all times.

5. A road closure will be in place on Dingwall High Street for the duration of the works with partial vehicular access for residents and deliveries to businesses being maintained in liaison with the contractor.

6. The extent of the works will be from the Town Hall building to the Eastern exit from the High Street at the junction with Tulloch Street. However, the road closure will apply over the full length of the High Street to allow the contractor to manage traffic as necessary.

7. A road closure will also be in place on Church Street for the duration of the works although access will be maintained as normal during certain periods of the works. It is also envisaged that the traffic flow will be reversed on Church Street at certain periods during the works to allow appropriate traffic management arrangements.

8. A formal road closure will be put in place on the George Street access for the duration of the works. However access may be maintained from the High Street where deemed appropriate by the contractor. Access to George Street from the North will be maintained at all times.

9. Access to Kempfield Court for traffic and pedestrians will be maintained throughout the duration of the works.

10. Due to the nature of the construction, there will be times when access cannot be maintained to private parking areas, but every effort will be made to keep these restrictions to an absolute minimum. The High Street road closure will not affect access to the private parking area at the West end of the High Street at Mayfield Court and Stafford Place.

11. PMA will liaise with local residents/businesses throughout the period of the contract to ensure arrangements are made for deliveries.

12. Refuse collection schedules, both domestic and commercial, including paper/cardboard, will be unaffected.

13. PMA’s site office will be located adjacent to the Au Naturale store in the South Car Park. Site staff will be located at these premises for the duration of the works.

We fully recognise that these improvement works will cause a significant degree of inconvenience within the High Street. However, we are committed to working with the local community in order to minimise the disruption as much as is possible and would welcome your help and cooperation in this regard.
